You're 100% right.

My writing wasn't clear. Fascism pretty much requires controlling women.

I meant that the controlling women part is not the end goal. The fascism is the end goal.

Calling it a side-quest makes it sound as if they took time out from their main goal just to be mean to women and girls for no real reason, when in reality it's central to their strategy. Which is why atheist fascists are still against reproductive rights.
