Because once they get caught (they always get caught) they catch penalties that wipe out whatever profit margins they eked out from the fraud. Hospitals aren't like banksters, they can't factor in massive fines as the cost of doing business. And if a US hospital loses the ability to charge Medicare/Medicaid that is usually a death sentence.
