It's very clear to me that what it says here is that you can not call a transwoman "he". I highly doubt that he word "he" does not the gender identity of "woman" in your language. If you're saying "he" you're most likely doing so because you do not accept someone's gender identity as "woman", because you're a TERF.

According to the guidelines you should use the word "she" because in your language the word "she" means "woman".

How I interpret these guidelines do allow however is that for example someone like Stallman is allowed to use "per" for nonbinary people instead of "they", because in the language that Stallman speaks that the correct pronoun for nonbinary people. That's it.
