1) this is Florida, and Florida people DO NOT like being told what to do and will explicitly do the opposite out of spite in many occasions unless it's someone they know
2) hurricanes and tropical storms like this are extremely common in that region so most people are ready for them (the big disaster stuff was in NC and TN, whereas FL had all its power back within a week).
3) the government and media in the US has a negative trust value, meaning you're better off immediately believing the opposite of what they say and act upon that belief, this extends into economics (see Cramers Rule)
