The IRS began to crack down and tax them as income to the employee, and to that extent, they couldn't be expensed. The trick then was to stick one of those giant cell phones in it, and make talking while driving part of the job. Now because everyone has a cell phone, and the related car accidents, it goes back to both personal use and liability. So they stick to paying milage.
