(c) they must at least own that domain, else a squatter will do silly things with it

The meaning of .com was lost decades ago. You may be surprised to know that many domains that end in .rodeo are not literally about rodeos. And .co domains have nothing to do with Colombia just like .tv domains rarely have anything to do with Tuvalu.
