The BSA can't stop people from pirating software but that doesn't mean that there's no real difference between gimp and pirated Photoshop. Green is my pepper.
You cannot modify cash. Modifying cash is illegal. You cannot do with it what you please, it can be legally seized, at any point you may be required to account for its presence or absence or face jail time. It is the property of the government; it is proprietary, that's the definition. Exactly like pirated software, the BSA isn't going to kick down your door for having pirated Photoshop and the government isn't going to invoke asset forfeiture laws to take $100 out of your pocket, but you do not have the freedom. Gold and other commodities fit the bill, Bitcoin and other voluntary currency systems fit the bill, cash is a note from the government.
