Social services tries to not remove kids unless there is really bad abuse or molestation.
To be fair to the foster system, I know two people who have fostered children for a while. Both had their own kids and wanted to do the right thing, but for each one of them, there's someone who is going to take advantage or abuse the foster system. It's really difficult to tell the good from the psychos. I bet that's not strictly an American/Western issue either.
Social work is difficult. I've know people quit after <2 years, even though it meat losing student loan repayment programs. A lot of the people who stay in for years are crazy.
There's also the Nick Rekieta case, where he's trying to argue CPS is corrurpt and the problem, even though he was the one found with 20g of cocaine and a daughter who tested positive at 3x the false-positive cutoff. Sometimes they get it right too.
It's a difficult thing to get right.
