Japan is well known for its wasteful packaging and single-use containers (for example, individual oranges are sometimes shrink-wrapped) and also some old people try to shame others for eating outdoors - so typically people either eat the food near the seller and dump the packing in the provided bins, or carry the food home and then eat it.
