Depending on what kind of post-processing the photographer wants to do, GIMP may contain all of the required image manipulation functionality.
It can crop, convert, scale, adjust colour values etc just fine, as well as all standard post-processing tasks.
Sure it won't let your conveniently do bizarre things that nobody asked for like automatically remove birthmarks from photos - you'd need to manually use the smudge tool for that, but why would you want to do that?
Too bad many photographers are unwilling to learn anything difficult once they've shackled themselves to a master.
