Very good thinking. Could probably be done with an MRF. The issues I see with it are:

1. You can't really do any tracking, since the fetching will be done server-to-server.
2. There will be a lot of drama since some admins that are on the fence about a specific pedinstance will complain. It's like you are exporting your blocklist.
