I heard from e.g. Helen ("Dr. Helen") Smith that Trump is extremely intelligent (although that applied to Trump before he was the president). I consider that a good authority. I suspect people may be fooled by his dubious personnel choices, but only because they forget shit like Harriet Meyers and Anita Dunn, chosen by other presidents. I know this is going to make me a putinbot, but Putin's ability to assign capable people to key positions makes him stand out among world leaders. But that is not a proof that he's smarter than Trump or Obama. He may have a longer decision horizon or feel more secure, and, well, have good eye for personnel. The downside is that he's just as gullible as Trump when "experts" say something. Remember that Fauci is fully Trump's fault.
