@C_J_S you can certainly get good results by doing things like this - and you can even make the requirements not intentionally above what 50% can get, but simply by selecting for those that really want it, you cut out a massive part of the problem.

The problem we have is people that are coming to be invaders, to take everything they can steal. What we want - if anything - is people who would contribute.

This is in theory what the boomer wants, but is unable to understand that "running across a border and a few miles of desert" isn't nearly as tough of a test as they think it is.
