MexicanYenta@ryanhoulihan well in that case, it depends on what your highest priority is. The Netherlands is the most liberal country in terms of live and let live. (The city of Haarlem, right outside of Amsterdam, is really nice, too.) personally I’d be torn between Dublin and Toronto but I think I’d pick Dublin for the culture. But really none of them are bad choices. (I’ve been researching this deeply for probably 10 years)
