    @Nigel_Purchase you've missed my point. This is an English problem. It isn't a problem affecting the whole UK. Scottish Water was never sold off in the first place, so doesn't need to be bought back.
    Taxation to fix this specifically English problem won't just apply to English taxpayers. It will be imposed UK wide. As per.
