I doubt American influence did much. The same rates are found in South Korea, France, UK, Spain .. people who are well off with mid~high incomes tend to reproduce less. Poor and less educated reproduce more. Government incentives for benefits, tax breaks, free child care, etc. rarely make a difference. Monetary/financial incentives rarely work.

Making people relatively rich reduces birth rates. They'll go back up when people are poor. Everything happens in cycles.
