Mrs Cloudy@radiojammor 100% a UK civil service. It isnt working for Scotland in any way that i can see. I was thinking that maybe there was a bit of bet hedging about an early election. Maybe things will start moving again if JS just slides into post. I also think they are waiting to see what Green commitments could be dumped and cash reallocated.
