Every "free" society going forward needs to have the 1/3 to 2/3 split. About 66% of society will always believe what's handed to them by the priests, news, authority, doctors (science-priests). About 1/3 will question most of the things handed to them.
In Stanley Milgram, we like to focus on the 60% that fake-electrocuted the person in the other room. In the actual video of the experiment, you see how nervous and afraid they are .. but they comply anyway.
What's not talked about: when you loose that 2/3 believe in some type of system, the system falls apart. That's usually not a good thing, because warlords and self-interests and authoritarianism fill in the void. You don't know what you'll get. North Korea is really bad. Anything has to be better right? Well if you have total loss in the state, you could actually get worse: starvation and collapse. You're not guaranteed a new good system would arise either. You might just get 4~5 smaller, more authoritarian groups.
A good society tolerates the esoteric opinions of the 1/3 of non-conformers and allows them to spout; giving way to a complex and individual set of beliefs. It's very difficult to achieve.
