I think it's basically just an incompatible cultural difference. Like in muslim countries, chopping ppls hands off and other brutal savagery works because they need that level of threat to deter ppl engaging in criminal behaviour. It's like you said, "the laws are too weak" in the west, and you're right, but that's only true for certain specific demographics.
