@artemis This is exactly what they've done in my city, and as such the scooter share industry is staying as opposed to getting wiped out of other cities. Government regulation and control of private industry is important in this era of Capitalist exploitation and greed. You'll see every scooter share in the city now has signs on every scooter warning about illegal parking, and this ONLY happened after the City set up fines for the companies renting them out. That's how it's done, like you said.
