When you say "pagan Rome," you're mostly talking about Hadrian and Titus, who were exceptions (as they were putting down massive Jewish revolts), not the rule for pagan Rome.

Except after Hadrian, Rome didn't attempt to wipe out the Jewish diaspora at all. On the contrary, Decius and Diocletian exempted them from persecution, and Julian (last pagan emperor) literally tried to give them a new temple in Jerusalem. It's not like Rome was in the middle of exterminating the Jews moments before Constantine or Theodosius.
In fact, the only post-Hadrian emperor who did anything to get rid of the Jews was Heraclius (a Christian), even though his method was forced conversions rather than outright killing.
