Thank you for this interesting piece.
I went back to the original source, and yes, if all these countries are EBU members, Palestine would not be ineligible due to the location criterion:

"EBU member broadcasters, who have never entered the song contest, currently operate in Algeria, Egypt, Jordan, Lebanon, Libya, Tunisia, and the Vatican State."

However, it misses out with regard to the statehood criterion, based on...
