They don't include it, they allow them to be included and loaded. That's something completely different. Both build versions exist and you can choose from both.

You get a choice, that's the whole point of it. You can either include/exclude the binary blobs for platforms where they aren't needed for better stability and some features, or you include them for platforms where they are needed for at least some free software support.
