I'm not sure how it would be fixed. The issue as I read it is basically that posts aren't replicated fast & widely enough. Making it that much faster would require lots more network traffic & lots more local storage - one scales net usage, the other scales hosting resources.
I could imagine distributed information stores that reduces those costs, but they'd require a lot of collaboration & commitment to share burdens, & I don't see discussions even starting about that.
