They can have a punishment which amplifies their consequences too, a healthy society where people are happy and have kids is a great way to do that. But giving them a way to utilize their mistakes in a societally positive way is ultimately the best thing.

I know it's hard to imagine now, but your righteous anger can almost certainly be satisfied by the punishment of the elite.
