@fu @GayDeceiver The process was Gene Roddenberry approached Lucy's Desilu studio to make a pilot. Desilu signed the deal with Roddenberry.

Desilu and Gene then offer the idea to networks. CBS passed on it. NBC ordered the first and then a second pilot.

Lucy/Desilu "approved" the pilots in the sense of "yes let's work together to make these with the idea we're going to sell it to a network and make lots of money from doing so". Which is obviously an important part of Trek history.
