a link allison-chan sent some months ago in a thread put it well: linux stuff is guided and mostly (80% i'd say) handled by companies with money. Most hobbyist developers don't have much input or ability to do anything in regards to that. And it's for the best, because otherwise the Linux world would be like, say, Plan 9.
