In theory it's supposed to be like how Unicode actually is - emojis are categorized, eg "Nature". Packs also make them more easily shareable.

But it really shouldn't serve as the basis for custom emojis. Emojis are a global bucket, and categorization into "packs" should be an optional thing on top of that.
