If they were a religion alone an atheist jew would be a complete contradiction, but it's a complete non-issue for their circles. Israel grants automatic citizenship if you can prove jewish genetics, not based on religion, while they sterilize Ethiopian jews. Otoh, they do recruit in some outsiders, especially if they're rich or connected like Trump's children. So it's clearly both, and by their choosing.
