@Red_Hat @BowsacNoodle @Shlomo Anything a government has is "gettable" by terrorists. When the Soviet Union collapsed, there should have been loose nukes all over the place. It's hardly believable that in the chaos of the early 90's that they were able to account for and keep tabs on every single solitary warhead. As irresponsible as governments have been in literally every field of endeavor it makes no sense that they are all, universally, without exception, good at keeping nuclear weapons technology to themselves. For over more than half a century! Not one leak! Not one mistake! Not one crazy general! Not one malfunction!
