Do you know how instance blocks really works?
The standard protocol does have specified that basically everyone can fetch your posts even with an instance block. Mastodon created a setting which you can force that every server needs to authenticate with your instance so you can enforce your blocks. But the default is its turned off since it would mean that other fediservers who are protocol compliant but doesnt know that "mastodon specification" would be left out of federation. I think gargron called it secure fetch, look it up in the configuration docs.
