A union guy I know told me he'd pair people up according to their skill sets on any job — the A tier workers going with teachable C, and D tier types. Having a "hall" to pull workers from means everyonr with influence is aware of people's strengths and weaknesses and you get to sort of offload HR type hiring processes onto the union. The flip side is the subversive elements and the people who break equipment or abuse union protection policies to avoid doing work.
