Anarchy is a mess.

So is democracy. Oligarchy sucks also. Military rule and authoritarianism are fragile (also a bit miserable, but that only has effect over the long term when the citizens flake out from prolonged PTSD like in the Soviet Union).

The best order is one administered by culture that naturally filters out defectives.

It requires strong kings and a feudal aristocracy.
