He was supposed to be separated and not allowed to drink, cut his hair, or eat any forbidden foods. The whole point was for him to be a judge and live purely. He failed which is why he got his eyes plucked out (deservedly). God granting him strength was because Samson functionally repented and admitted that it wasn't his own power by asking God to help him get revenge for his eyes (actually destroying a ton of demon worshipping sea muts).
