I have addressed this, four or five days ago, in this thread, in a reply to a post you wrote.
You have ignored the point in the post you are replying to. Nobody's defending "harassment". Quoting myself from https://blog.freespeechextremist.com/blog/what-is-freedom-of-speech.html :
