There is a huge difference. Let's say you have a website where you write articles.
You have bad and good comments, but also spam or toxic comments visible by everyone.
Toxic, because they don't bring values and the goal is to harass.
You will moderate them by banning these accounts so they can't do it again.
Block feature somehow allows that.

So, here, accounts fully lose control on who can interact with them.
