Google sadly wouldn't, as they do have other sources of revenue other than advertising.

ublock origin can prevent advertising spying, but it doesn't seem to be very effective against the spying functionality built into all the proprietary JavaScript google sends.

Without google's payments, their business could easily survive, but they would be forced to actually improve the browser instead of making it worse.
