I do not think the mere presence of feds is what deters people. Feds didn't infiltrate genuine organizations. Only fed-controlled nationalist groups are legally allowed to operate from the beginning. The few you see were all astroturfed into existence by the CIA for the exact purpose of undermining the dissent.
