So the reasons were purely martial ones necessary for the conquest of land and the eliminate of the opposition. That's perfectly normal for war. That there happened to he a strong relationship between ethnicity and political positions was a fact of that war that even the proponents of the holocaust theory must admit with respect to the bolshaviks. So because there was a martial reason for the killing, and because only military targets were ordered targeted, it can't be said to be a genocide.
