The "conspiracy" is that they are a mechanism to eliminate mobility rights. If cars are "phased out" and the only way in-or-out is a train that can refuse service to you on arbitrary grounds...you're trapped.

15 minute cities are feared to be well-branded HOAs run by surveillance capitalists instead of the residents. Essentially being involuntarily confined to a centrally controlled open-air digital prison.

I don't think anyone is against convenient access to services within walking distance, but I do see many worried about centrally-planned infrastructure being a privacy and discrimination nightmare.
