I think all your questions about funding and uniforms and investigating/collecting evidence is part of the problem with #pigcultute in the first place because none of that is needed to help keep the peace...in your neighborhood I assume it's peaceful already and that's not because of laws or police it's because your neighbor and you are peaceful...it's about letting liked minded people gravitate to each other and govern themselves...
