Most open-source projects are privately funded by companies using the software or self-funded. In rare cases large foundations may provide funding but then they control dev direction which is not always desirable - and certainly not in the case of the various competing projects in the Fediverse. You can't fund/not fund based on adherence to software terms without entering into legal risks further increasing costs.
