Hoarse e-Books@SteveBellovin @mattblaze LOAC is not my bag, but if they’re held outside the US I don’t see a basis for an REP. Maybe the Geneva Conventions confer certain rights and protections; I’d be astonished if any of those are framed in the terminology of the Katz test.
