back during the coof there efforts failed so dramaticly that the local farmers revolted on a massive scale.
with time that winded down and people went back to work like they always do, but the filth behind it all is also still there and still planning to get what they fucking want.
this new tax is a ploy to remove anyone rich enough that could stand against them this time.
they want there fucking supercity and they dont care how much damage they have to do to get it.
