Steve's Place@cvvhrn @ai6yr It also slows ambulances and fire trucks if it's difficult to clear in an emergency. The city probably has code they are violating. I am sure the cops don't like it. The city is urging, not sending cops to clear them, so it's a good starting point, anyway.
