I agree that companies should control their own systems, but only very small companies can fit all their servers in a single closet. A large company that's spread across several locations may need both central servers that serve the whole company and distributed ones that serve the needs of individual sites. Even the "central" servers may be duplicated across multiple locations for redundancy.
