Fun Fact: The constitution pretty much allows the president to do whatever he wants if congress is unwilling to impeach. The courts are weak here. Enjoining inferior federal officers maybe. Most have sovereign immunity from damages though, so there's not much threat if the president controls the enforcement of criminal law.
