Yes, there's still this allocation that many things (e.g., penal code, family law, contract etc.) are under state law but over all, in terms of hierarchy, when there's a battle btw fed law vs. state law, fed law is still above state law. Yes the current SCOTUS 6 justices are trying to undermine even that, but having a bipartisan fed law still speaks volume.
