Yes it doesn't bind states, but it's nonetheless important to have a fed law like this.
It's stronger when we can lay multiple grounds, including social awareness, acceptance and norm, vocalization of such norm in various contexts, and legislation (you have to start somewhere!!

@FlashMobOfOne In terms of fed law vs. state law, fed law is still above state law. Yes, there's still this allocation that many things (e.g., penal code, family law, contract etc.) are under state law but over all, in terms of hierarchy, when there's a battle btw fed law vs. state law, fed law is still above state law. Yes the current SCOTUS 6 justices are trying to undermine even that, but having a bipartisan fed law still speaks volume.

@YoWatShiinaEsq How is this progress when states can ignore it? They did the same thing with the gun bill: appropriated funds and made non-binding suggestions. I want to be optimistic but this kind of legislating just seems performstive at best.

@FlashMobOfOne And...don't be so quick that "states can just ignore it." Having a bipartisan fed law like this gives more ammo for the justices who wish to stop ultra-conservative activist justices to ignore the will of representative of the People.
