Trump's win in 2016 was a complete shock to those in power. They thought they had the election locked down.

See above. In 2016 they thought their normal level of cheating would be enough to assure the election went to Hillary. They panicked when it wasn't.

So in 2020 they went all in on cheating, and it still wasn't enough to beat Trump, so they simply shut the system down and fabricated enough ballots to give the election to Biden.

Biden was so incompetent that a portion of them panicked again and decided that even Trump (as long as he was carefully kept under control) would be a better option. So they tamped down the cheating to only moderate levels and let Trump win. Butler was his warning to stay under control, or else.
